National Development Planning Commission
The National Developm ent Planning Commission (NDPC) on Thursday, October 2, 2025, convened an inception meeting at its main conference room to begin work on Ghana’s Maiden Biennial Report for the African Union’s Agenda 2063 Second Ten-Year Implementation Plan (STYIP).
Opening the session, the Director-General of NDPC, Dr. Audrey Smock Amoah, reminded participants that Agenda 2063 is Africa’s declaration that, its destiny must be defined by its people. She noted that while Ghana had recorded good progress in areas such as access to electricity, drinking water, internet connectivity, and women’s empowerment, challenges persist in employment, economic growth, and tourism. “Our presence here today marks the beginning of the process to assess the progress of implementing the Second Ten-Year Implementation Plan, which spans 2024 to 2033,” Dr. Amoah stated.
She urged stakeholders to provide updated data up to September 2025 to ensure a comprehensive report is submitted to the African Union.
Delivering a solidarity messages, Mr Charles Wangadya, Acting Director, Office of Strategic Planning and Delivery from the African Union Commission and Mr. Mohamed Abdisalam, Director of Strategy, AUDA-NEPAD, praised Ghana for her commitment towards the agenda for the past 12 years. They commended the leadership of NDPC in its coordination and domestication efforts in mainstreaming the Agenda 2063 in Ghana’s Policy Frameworks and medium-term development plans at all levels. They urged the country to support the acceleration of the implementation of the plan. Thus, helping in achieving its 7 moonshots by the year 2033.
Mrs. Winnifred Asare, Acting Executive Secretary of the National African Peer Review Mechanism Governing Council (NAPRM-GC), also commended NDPC’s leadership and reaffirmed her outfit’s commitment to contribute governance insights to the reporting process. “This collaboration has demonstrated the power of synergy between governance institutions and development planning bodies in promoting good governance, sustainable development and citizen-centred programmes,” she said, adding that governance, accountability, and citizen participation remain critical to realising the aspirations of Agenda 2063.
Mr. Shalom Ashong-Katano from the Ministry of Finance emphasised the need for African countries to pursue collective solutions to shared challenges. “Africa will be able to evolve solutions that can work for us. Especially since our characteristics are similar, and our problems are also similar.” the representative said, stressing that the current exercise provides an opportunity to refine strategies to achieve the continent’s targets.
He further noted that policy makers must think outside the box to address mounting challenges such as high public debt, limited fiscal space, and growing youth unemployment.
Madam Patience Ampomah also took the participants through the overview of AU Agenda 2063 and the strategies to facilitate the acceleration of the STYIP. One of the strategies is the deepening of awareness and communication of the Agenda and its deliverables. She further urged stakeholders to prioritise the report preparation as part of the country’s contribution in building evidence for the Agenda 2063. Mr. Michael Kissi Boateng further walked the stakeholders through the indicator template for Ghana 2025 Biennial Report.
